Recent natural occurring events, hurricanes, tsunamis, and earthquakes, have required US Navy Medical involvement both in the United States as well as around the world. Added to these is the specter of an influenza pandemic arising from the currently circulating avian flu virus. It is vital that US Navy Medicine, in particular Navy Preventive Medicine, be ready to respond to terrorism and naturally occurring public health threats
Recent events have also accelerated efforts toward establishing Public Health Emergency Officers (PHEO) in key locations to assist installations with public health emergency response. OPNAVINST 3440.17 provides policy, operational structure and assignment of responsibilities for a comprehensive all-hazards Emergency Management program in Navy regions and installations. Commander, Navy Installations has been given the responsibilities for establishing an Emergency Management plan for Navy installations and CNI instruction 3440.17includes the role of PHEOs for those installations.
