Metrics
Health Analysis develops and interprets metrics, as well as works closely with Military Treatment Facilities and Navy Medicine Leadership to improve clinical and health improvement processes.
Wounded, Ill, and Injured (WII) Program Support
The WII program represents an enduring effort on the part of Navy Medicine to improve the care and treatment offered to wounded, ill, and injured service members and their families (including psychological health and traumatic brain injury services). These efforts represent approximately 90 separate Navy Medicine projects within five strategic domains. Each domain has an associated strategic goal.
Since 2009, the Navy and Marine Corps Public Health Center has been heavily involved in the development of BUMED's WII project. In support of data-drive decisions, Health Analysis has developed metrics for the Access to Care (ATC) and Quality of Care (QOC) domains.
Access to Care:
The first metrics developed focused on assessing access to care to mental health services. The metrics required thorough investigation of outpatient care both within the Military Health System and purchased care realms.
The metrics used for grading include:
- Outpatient Mental Health Clinic Access to Care Efficiency: focuses on efficient use of staffing and resources
- Percentage of Purchased Care Cost for all Mental Health Outpatient Care: focuses on maintaining a high level of direct care services
Additional metrics developed by Health Analysis on access to care focus on appointment standards and demand for services among the Navy's outpatient mental health clinics. A total of 5 metrics will be uploaded to MHS insight.
Quality of Care:
The next domain in metric development focused on the quality of care provided to our wounded, ill, and injured populations. The QOC metrics address 4 main areas:
- Post Traumatic Stress Disorder (PTSD)
- Substance Use Disorders (SUD)
- Major Depressive Disorders (MDD)
- Mild Traumatic Brain Injury (mTBi)
The ATC and QOC metrics will be uploaded to MHS Insight allowing MTFs to view results. Health Analysis continues to provide support in the implementation of these metrics as well as ongoing analysis.
Additional WII Support:
In addition to metric development, Health Analysis also reviews program proposals, providing suggestions and epidemiologic expertise for future studies in support of the wounded, ill, and injured populations.
BUMED Performance Based Budget (PBB) Tobacco Cessation Metrics
The FY2011 PBB Tobacco Cessation Metrics are used to provide guidance and incentives for MTFs to increase screening and interventions for tobacco users.
The metrics are available on the Population Health Navigator Dashboard, providing clinic, MTF-parent level, regional, and enterprise-wide results.
The Tobacco Cessation Metric consists of 3 parts:
- Screening: Measures the % of outpatient visits in which tobacco use status was documented
- Diagnosis: Measures the % of tobacco users diagnosed with tobacco related ICD-9
- Intervention: Measures the % of users who received counseling or medication for tobacco cessation medication
Health Analysis can assist in the interpretation of the results, as well as provide guidance on improving compliance.

BUMED Performance Based Budget (PBB) Asthma Metrics
Similar to the Tobacco Cessation Metrics, the PBB Asthma Metrics focus on improving disease management and health outcomes for Navy Medicine's asthmatic patients. The development of PBB asthma metrics has been a collaborative effort between Health Analysis, the Asthma Action Team (AAT), the Evidence Based Healthcare Advisory Board (EBHAB), and the Bureau of Medicine and Surgery (BUMED).
Currently, there is one Navy-specific asthma metric available on the MHSPHP which focuses on improving the number of patients receiving inhaled corticosteroids for long-term management of their asthma. Health Analysis has also developed an outcome metric based on asthma-related Emergency Department visits to be added to the FY12 PBB.
Health Analysis expects to develop additional asthma metrics in support of BUMED's PBB.
